Collier investigators expect to submit arrest warrant in golf cart hit-and-run case

"We are optimistic we will be submitting an arrest warrant in this case to the State Attorney's Office for review," Sheriff's Office spokeswoman Michelle Batten said in an e-mail. Complicating the case, Michael McKenzie Joyner, 52, the owner of the SUV, which authorities believe ran down the golf cart, isn't cooperating.
